A few things I've noticed after a few playthroughs:
When I change into the Lolita costume, I do not get the umbrella weapon.
The "master" weapons that come with the costumes will often go right through their target.
The chair you use to turn Brown into one is not present, and none of the other chairs have the desired effect.
Any thoughts?

When you change into the costume for the first time your weapon should be in your inventory, that is unless it's full. Another thing is if you've worn the costume before and drop the weapon it will be in the rubbish bin until you take it out.
I haven't had the trouble of missing my targets with the "master" weapons, that really sucks, are you sure your aiming right?
The chair should be on the left side of the room, your left, I'm not sure. I'd have to double check, sometimes when clicked on and Brown turns into the chair it's hard to tell.
~+~
Something that I noticed was how no matter what costume Jennifer is in, her shadow remains the same.

I'm sure I'm aiming right-I can actually see the weapons going through the enemy.
I know where the chair is supposed to be, but it's not there in my game.
And yeah, I noticed the shadow thing while playing in the Gingerbread House chapter wearing the Lolita costume. It made me crack up.

PJ, did you get both Bad Ending and Good Ending ?
The chair is supposed to appear in your 2nd playthrough, it should be sitting somewhere in the 4 leaf clover room.

It's not in there. You can't save after getting the bad ending. It is my second playthrough.

I never bothered using those weapons because I'm not a fan of powered up stuff after beating games, but how many hits can they do? I know that when using a weapon with more than one hit, the following hits glitch through the enemy, which is why I only use single hits.

I've never really used them myself. Well honestly I've only made one play through of the game and that's it. I probably need to play again, I just don't think I could stand the anxiety it seems to brew.
So I'll be of little help with the costume's glitches.

I believe I've has this problem even with single hits, though.
