As much as I LOATHE her, I can't think she is completely evil. She was just too lonely for her own good. But in the end, she really had no one but herself to blame. She could have accepted Brown and made an effort to be friends with him AND Jennifer. And by having him killed, she pushed Jennifer away.

I can't say she's evil and I'm not trying to.
I just think that everything that transpired is more or less her fault. Besides, Princess Jennifer is right. By killing Brown and not accepting him, she pushed Jennifer away instead of what I think she had originally intended - to bring Jennifer closer to her.

I've also heard some Wendy fans claim that they think she simply brought Gregory to the orphanage and lost control of him. While I could see ways for that to happen, such as the orphans maybe mocking and throwing things at Wendy, causing Gregory to believe "Joshua" was in danger and act protectively. But that would not explain us seeing Wendy sicing him on Jennifer and if she just came outside afterwards, there was no reason for him to attack her if she was not a threat. And again, Wendy's guilt seemed to suggest she knew what she was doing and was more responsible for the other girl's deaths.
Another thing I just thought of: Wendy had no problem ordering the Aristocrats to murder Brown so she could have Jennifer to herself. Now that the Aristocrats accepted and loved Jennifer as their Princess, is it so hard to believe that Wendy would order Gregory to kill the other girls so that Jennifer would have no one left but her?

But we saw Wendy beckoning Gregory to kill Jennifer too, unless she was consumed by revenge or she couldn't see her properly in the dark interiors of the orphanage. The latter might be true when Wendy noticed it was Jennifer running outside and realize her guilt. But there's no denying that she has a fetish for murder/torture.

Another interesting thing I noticed, having just played through that part of the game again...When the cutscene where you are approaching the games plays, you hear what appears to be Gregory's voice-though it sounded a bit odd to me-shouting "Hey!" and what appears to be Meg's saying "What's going on?", then a lot of Gregory growling and screams. This kind of made it seem like perhaps the orphans might have been taunting Wendy, as he definately seemed angry. I think Wendy might have ordered him to attack after taunting her, perhaps?

I can imagine her being there and then saying something like, 'Father, they're hurting me' or something like that.
Wendy's too much like that NOT to say it.

Scared the heck outta me!;-; For some reason, I can't help but feel that him screaming that was part of the original version of him that they forget to take out. Just didn't seem to fit with the whole scene...
