The Imps. Before the boss battle with him he’s shown to have quite a fondness for the little rascals, to a point where he’ll take their side on who beat Sir Peter to a bloody pulp. He talks to them as though they’re sweet innocent children.
Why does Jen show him linked with them in this way I wonder?

Because the imps were a story he told the children to scare them into behaving and cleaning up after themselves. You know, like, "Behave or I'll sick the imps on you!". Pretty sure he just told them the story though, instead of actually making threats. Thus why she would associate them with him.

So did Hoffman build the little imp figures Jennifer sees in the basement later in the game?

Who knows. It seems more likely that it was the orphans, though.

Do you think this perhaps more evidence that the Imps and the Children are actually the same?

I interpret the imps as being Jennifer’s fear more then manifestations of the children. They take a physical form in her memory quest as fear always crippled her when she was a child.
