It's impossible. True, it was originally believed that she was responsible for making Gregory do them, but that was before the discovery of his diary and noticing the dates that the kidnappings took place. Even if Gregory was the one responsible for the kidnappings, which also seems highly unlikely given the conclusions to all of our recent discussions on that matter, there is no way she could have been involved.
One of the things I've seen pointed out in arguments otherwise is the Joshua in Gregory's diary being described as having a cough. Now, I'm not go into the exstensive diary analyzing again, since that can be seen in the "Guilty or Innocent?" thread over in the Characters section, but here is a little bit to help prove my point. The "Joshua" in the diary seems to be living with Gregory. If Wendy were living with him at the time, the orphanage would know and would have found her and brought her back and probably would have had Gregory arrested. And as shown by my analysis over in that other topic, everything points to the Joshua in the diary as being the real one.
Second, there is no way she was just having short visits with him and making him kidnap kids for her. One reason is that she would have no motivation to do this. She seems to be a nice and pleasant girl for the most part, up until Brown enters the picture and steals away her best friend. And even if is could be argued that she is a little insane, there is still no reason for her to go and ask a man she does not know to go and kidnap/kill kids. The other reason is that she would have been locked up in the basement/house, just as Jennifer was. Even if she would have managed to escape, she would have had to have returned, thus getting locked up more securely.
